Position: FINANCE MANAGER
Location: Abuja
The Finance Manager is responsible for assisting the Associate Director for Finance and Operations with safeguarding the assets (financial and physical) of MSH and ultimately the U.S. Government or other donor against fraud, loss or misuse. The Finance Manager is responsible for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency. The finance Manager will be responsible for ensuring that the accounting unit functions efficiently in all financial matters, directly supervising accounting staff and providing oversight to all accounting management isslues.

Specific Responsibilities
• Understand and articulate the basic tenets of Internal Control and Generally Accepted Accounting Principles to other staff members.
• Develop tools to use to train staff in proper financial record keeping procedures and procurement integrity.
• Lead the process of ongoing improvement of financial systems and internal controls.
• Implement standard MSH procedures to manage and monitor the financial resources of the project office. This includes: ensuring that all payments comply with MSH rules and regulations and are supported by adequate documentation
• Learn and apply basic A110, A122, A133 (U. S. Government) Cost and Audit Principles.
• Enter transactions in accounting system (QuickBooks) assuring detailed memos, proper charge codes, account codes and job tracking.
• Create journal entries, assuring all entries are properly coded, charged to the proper account codes and jobs.
• Working in close collaboration with the ADOF to prepare and monitor project budgets and pipeline expenditures.
• Estimate upcoming cash needs and accrue expenditures as appropriate.
• Reconcile bank accounts and prepare field expenses.
• Create and interpret standard financial reports (Balance Sheet, Income Statement, Cash Flow).
• Establish internal systems for pure base approval and asset use that ensure adequate internal control.
• Ensure that all paid invoices agree with supporting documentation including price quotes, purchase orders and shipping receipts.
• Provide an audit interface between MSH Corporate Accounting, MSH external audit firms and donor auditors.
• Train, manage, supervise and support accounting office staff

Qualifications
• University Degree in Accounting or Business Management, or equivalent certification from a Business Technical School
• Minimum of 5 years experience as an Accountant or Finance Manager.
• Experience with USAID funded projects.
• Proficiency in Microsoft Office programs, especially Excel spreadsheets.
• Ability to use accounting software (i.e. QuickBooks).
• Demonstrate good judgment and sound financial common sense
• Understanding of the basic tenets of Cash Control, Asset Management and Bank Reconciliation.
• Understands the principals of adequate documentation and of audit and performance necessary to ensure audit compliance.
• Advanced written and verbal proficiency in English including business terminology.

ROOTS AND TUBER SYSTEMS AGRONOMIST (REF: DDG-R4D/RTA/01/10)

BACKGROUND: The International Institute of Tropical Agriculture (IITA) with headquarters in Ibadan, Nigeria invites applications for the post of Roots and Tuber Systems Agronomist.

IITA is a non-profit organization based in Africa. It works with national entities to increase food production in tropical Africa. POSITION: The Roots and Tuber Agronomist will work with other agronomists, plant breeders, plant health scientists, social scientists, and other colleagues to develop crop, soil and pest management options for root and tuber systems, with emphasis on cassava and yam based systems. IITA has, in the past, generated several component technologies which when applied in carefully selected combinations and with due consideration to prevailing socioeconomic factors will produce more synergistic and sustained outcomes associated with high cropping system productivity. The Systems Agronomist will provide leadership in synthesizing integrated crop, soil and pest management options with high probability of success in different agro ecological zones in sub-Saharan Africa.

DUTY STATION: Ibadan, IITA Headquarters, Nigeria. Frequent travel is expected and candidates should be willing to work in small-scale farm settings in Africa.

RESPONSIBILITIES: THE PRIMARY RESPONSIBILITIES FOR THE AGRONOMIST WILL INCLUDE:
Conducting strategic and adaptive research on the agronomy of root and tuber crops, building on past research and responding to needs as identified jointly with project teams.
Investigating nutrient flows, nutrient use efficiency, and beneficial cultural practices in the use of fertilizers in root and tuber systems.
Investigating adaptation of root and tuber crop germplasm to target environments.
Designing, planning, testing and disseminating integrated crop, soil and pest management strategies for root and tuber systems that address farmers’ needs along different intensification gradients in sub-Saharan Africa
Adapting and testing tools (e.g. simulation models, information systems, and GIS) for matching improved technologies to different farmer-targeted niches for root and tuber crop production.
Contributing to studies on genotype x soil fertility interactions and the design of breeding strategies towards increased fertilizer use efficiency in root and tuber cropping systems.
Contributing to propagation of selected root and tuber crop varieties for widespread and rapid distribution through links with national programs and the private sector.
Resource mobilization through grant proposals and strengthening of partners’ capacities, including co-supervision of postgraduate thesis research with university lecturers.

EDUCATIONAL REQUIREMENTS: The candidate should have a PhD degree in Agronomy with experience in integrated crop, soil and pest management

Proven skills and experience in agronomy research both in the field and the laboratory.
Good scientific publication record.
Familiarity with participatory and action research methods.
Modeling of cropping systems.
Computer literacy and statistical data analysis capabilities.

BACKGROUND: The International Institute of Tropical Agriculture (IITA) invites applications for the position of a Country Manager.

IITA is an international non-profit research-for-development (R4D) organization created in 1967, governed by a Board of Trustees, and supported primarily by the Consultative Group of International Agricultural Research (CGIAR). Our R4D is anchored on the development needs of sub-Saharan Africa. We develop agricultural solutions with our partners to tackle hunger and poverty by reducing producer and consumer risks, enhancing crop quality and productivity, and generating wealth from agriculture. POSITION/RESPONSIBILITIES: The Country Manager (CM) will have increasing responsibility in the next phase of STCP that cuts across action oriented research coordination, project/financial management and technical support, resource mobilisation and new program development, administration and personnel management. The STCP pilot project offices will become STCP country offices (CO). The CM will lead a country office management team supporting multiple and multi-sector research-for-development program.

THE SPECIFIC RESPONSIBILITIES FOR THE COUNTRY MANAGER WILL INCLUDE:

FACILITATION OF RESEARCH-FOR-DEVELOPMENT
Identify opportunities for mainstreaming validated STCP innovations into broad-base national level developmental efforts.
Facilitate the scaling up/out of tested and validated innovations from the STCP pilot phase in the country.
Identify new development innovation to be tested within the program and contribute to the setting up of the appropriate research agendas/protocols and coordinate the implementation of the innovation testing process.
Ensure that impact assessments are conducted on all innovations (production, marketing, institutional and policy) being introduced in country programs and that International Public Goods are generated.
Develop partnerships with local stakeholders for innovation testing and implementation of tested innovations.
Identify the capacity development needs of institutions involved in scaling out of validated program activities and work in collaboration with these institutions in the capacity development process.

PROGRAM COORDINATION AND MANAGEMENT
Take full responsibility for managing and coordinating the implementation of country-level portfolio of projects in coordination with STCP Regional Management (RM).
Coordinate with STCP RM the prioritisation within the country program and lead the process of establishment of country-level partnerships.
Develop and coordinate relationship building with relevant government agencies, and private sector entities towards effective program execution.
Take leadership in negotiating the timing and scope of country office involvement in partnership projects/programs.
Maintain working relationships with a broad range of officials/heads of donors, national government agencies and civil society for the purpose of influencing positive policy environment.
Ensure that the necessary monitoring and evaluation of program interventions are effectively measured, reported and disseminated based on program impact assessment guidelines.
Facilitate appropriate country level tree crop sector policy dialogue and change in tandem with STCP regional specialist on policy.
Convene country level stakeholders roundtable as appropriate to make substantive presentations and to develop annual and strategic program plans.
Facilitate the establishment and maintenance of a multi-disciplinary national network membership that cuts across the tree crops sub sector in the country to provide advisory services and support to program management and implementation.
Determine when, how and who among the national network membership could be used in pursuing specific country level linkages based on clear scope of work for the task.
Provide periodic short-term technical assistance to field projects.
Take leadership in identifying appropriate consultants and technical support staff and the tendering and management of subcontracts in a transparent manner.
Regularly update the STCP RM on partnership development work as they occur.
Contribute to capacity building within the region by sharing information, knowledge and experience with colleagues.
Serve as the primary link person with the STCP RM.

RESOURCE MOBILIZATION
Develop and promote new programmatic concepts by developing project proposals and/or contribute towards the development of new project design and planning for execution in collaboration with various partners.
Continuously search for local and international funding opportunities and identify mechanism for accessing the funds to support old/new programmatic activities.
Contribute to strategic decision making in the region, particularly relating to programs, planning and resource mobilization.

ADMINISTRATION AND FINANCIAL MANAGEMENT
Take the lead in the hiring of STCP nationally recruited staff by determining and justifying program staffing needs, staff job description, appraise staff annually and provide other broad base personnel management in line with IITA policies.
Determine staff training needs and take steps for a continuous development of local staff capacity to ensure program efficiency and effectiveness.
Prepare through consultative process the program budgets for approval by the regional management, implement the budget and ensure accountability through timely submission of stipulated financial reports.
Conduct periodic staff salary and benefits surveys among comparable institutions and advise STCP RM management on staff benefits and salaries to ensure competitiveness of IITA/STCP staff at all times.

OTHERS
Participate in media interviews and appearances as appropriate and maintain and excellent public relations for IITA/STCP in-country.
Prepare documents and other publications such as results of studies, reports, letters, website text etc to ensure program visibility.
Attend relevant international, regional and national level conferences to promote IITA/STCP with the view to establishing strong partnerships.

PARTNERSHIPS DEVELOPMENT AND MANAGEMENT
Serve as a leader of the consortium of technical partners involved in the implementation of the Cocoa Livelihood Program (CLP).
Assist the World Cocoa Foundation (WCF)/Gates Program Director to coordinate country level activities.
Organise and host team meetings on a regular basis.
Serve as the focal point person for collecting data and other reporting information from the other team members and for the entire CLP implementation.
Assist the consortium of country team in their responsibility of coordinating the planning and implementation of activities and collection/reporting of data for M&E purposes.
Play a leadership role towards the formation and institutionalization of country level value chain platform for cocoa.
Assist in the implementation coordination of subcontracts arising from the CLP to IITA.

DUTY STATION: Yaoundé, Cameroon

QUALIFICATIONS/EXPERIENCE:
Minimum qualification of a master’s degree and will have studied agriculture, natural resource management, forestry or the social sciences. However, other study areas will be considered.
At least 15 years working experience in a managerial position preferably in the humid tropical zone in Africa and in multi-cultural environments.
The position demands strong leadership but the candidate must also be a team player. He/she therefore will need to demonstrate experience in leadership and/or management positions and possess excellent communication skills.
Networking, ability to interact with government agencies, NGOs, and private sector at senior country levels are essential requirements.
Experience of working in a multi-disciplinary organization would be advantageous. The position demands good oral and written communication skills and fluency in English and French languages.

• Strategically coordinate stakeholders’ response to OVC activities through linking up traditional and religious leaders with government and civil society to cater to the needs of OVC in a more holistic manner.
• Support project, state and LGA teams to mobilize resources to enable CBOs to identify, protect, and provide essential services to OVC.
• Work with the OVC Advisor to implement the CUBS project’s community-based response to roll out national OVC guidelines.
• Support the M&E Advisor to ensure quality community-based services through ongoing program M&E.
• Support the Gender Advisor to incorporate gender considerations into local programs.
• Work with federal and state ministry of women affairs, USAID, and other USG OVC partners to establish linkages in communities, affected families, and OVC services.
• Any other deities as assigned by the Chief of Party.

QUALIFICATIONS:
• Masters degree or Bachelors degree with equivalent experience in Social Sciences, Public health, or related field.
• Expertise in OVC program design and implementation, monitoring and evaluation.
• Experience in working with communities to roll out programs of support for OVC and HIV and AIDS.
• Experience in developing relationships with Community-based organizations, provincial and district level government officials.
• Minimum of 6 years experience in community work, social work in addition to one of the following HIV/AIDS, TB, STI and/or Child Survival/IMCI projects in African countries, preferably Nigeria.
• Knowledge and understanding of the paediatric home-based care, gender, stigma and discrimination.
• Ability to work independently.
• Willingness to travel extensively

Artisans and Tradesmen may apply under this category.

i. A minimum of 4 passes in SSCE (WAEC/NECO) or NBC/NTC (NABTEB).

METHOD OF APPL1CATION

Candidates are to purchase Application Forms from FRSC State Commands at the cost of one thousand naira (N1000) only on the presentation of the following documents:

a. Relevant academic and professional certificates
b. Birth Certificate or Declaration of Age
c. Letter of Identification endorsed by the Chairman of Applicant’s’ Local Government Area or their State liaison Officer.
d. Four (4) standard passport photographs.

3. Other Conditions:
a. Computer literacy and possession of valid driver’s licence shall be added advantage for all cadres.
b. Any Certificate or qualification not declared or tendered and accepted at the time of recruitment cannot be subsequently presented for career progression in the Corps.
c. Applicants must be Nigerians by birth or descent.
d. Applicants must be medically fit and must produce a certificate of medical fitness from a government hospital.
e. Applicants must not be less than 18 years or more than 30 years of age.
f. Female applicants must be single and must produce pregnancy test certificate from a government hospital.
g. Applicants must not be less than 1.7 meters tall for male and 1.64 meters for females.
h. Any SSCE (WAEC/NECO) or NBC/NTC {NABTEB} certificate obtained earlier than year 2000 would not be accepted for the RMA category only.
i. ND/HND Certificates must be from recognized Monotechnics/ Polytechnics or Colleges of Technology.
j. Medical and Allied professionals must possess current practicing licences while lawyers must have been called to Bar.
k. Male applicants must have a fully expanded chest measurement of not less than 0.87 metre.
I. Applicants must be free from any form of financial embarrassment, be of good character and musf not have been convicted of any criminal offence.

However adversity is the crucible in which friendship is tested. There is common saying which says that a good friend gives milk to his friend when he fined him thirsty. But a bad friend pour poison into his mouth saying that it is nectar.

Our sorrow melts away with the gain of a good friend just as the snow melts away when the sun rises.

There are few friends who are unselfish. A true friendship is ready to save, is unselfish, efficient generous, beneficent and kind.

Mature friendship finds pleasure in giving rather than in taking. It breaks the walls which separate man from man. Friendship should not be mere falling into infatuation and giving way to natural tendencies but it should be a deliberate standing on one’s own free and tranquil choice.

The Good Samaritan, written in the bible is the worth neighbor of the wounded traveling he is his real friend.
